High-risk work (HRW) licences are renewable, photographic, and recognised nationally. Securing an HRW licence involves completing formal training provided by a registered training organisation (RTO) approved to deliver the specific course.

If you live interstate, read additional information on applying for an HRW licence in Queensland.

High-Risk Work (HRW) Licence Application Process

Step 1: Find and Enrol in an RTO

Begin by finding an RTO offering training for your desired HRW licence class. Enrol in the applicable course to commence your journey.

Step 2: Complete the Training

Undergo training that is aligned with the relevant unit of competency. This includes:

    • Classroom Theory: Face-to-face instruction to build your knowledge base.
    • Practical Training: Hands-on experience to develop your skills.

Tips:

    • Engage with the RTO or assessor before the assessment day.
    • Revise independently but ensure comprehensive face-to-face learning.
    • Only proceed to the assessment when you feel fully prepared. Seek additional training if required.

Step 3: Book and Complete Your Assessment

Book a theory and practical assessment through your RTO at least three business days in advance. Ensure that the evaluation is conducted by an accredited assessor.

Assessment Guidelines:

    • The theory assessment is a closed book.
    • Avoid discussing answers with others or accessing the test beforehand.
    • The assessor will oversee the entire assessment process.

Upon passing, you will receive:

    1. A Candidate Assessment Summary form from the accredited assessor.
    2. A Statement of Attainment from the RTO.

Step 4: Submit Your Online Application

Complete the online application for a Queensland HRW Licence within 60 days of passing the practical assessment. Interstate residents can also apply, provided they were trained and assessed in Queensland by a Queensland-based RTO and assessor.

You Will Need:

    • Candidate Assessment Summary form(s) issued by a Queensland Accredited Assessor.
    • QGov, Google, or Microsoft account details (or create a QGov account during the application).
    • A valid email address.
    • A Customer Reference Number (CRN) from a Queensland Department of Transport and Main Roads (DTMR) licence card, such as:
        • Driver’s licence
        • Proof of age card
        • Marine licence indicator card
        • Industry authority card

Note: If you lack a DTMR licence card, Workplace Health and Safety Queensland (WHSQ) will guide you on obtaining a TMR CRN after your application.

    • Information about other photographic HRW licences issued by another state, territory, or the Commonwealth.
    • A Visa credit or debit card to pay the application fee.

Step 5: Retain Proof of Application

Keep your Candidate Assessment Summary form and proof of payment as evidence of lawful eligibility to perform work in your HRW licence class while awaiting the final decision.
